Rating methodology

What this page weights most heavily is whether the operator's licence can be checked against the public register the regulator publishes, and whether the operator's own site names that licence clearly. Everything else in the rating sits underneath that: it only counts once the licence claim itself holds up. Terms a reader can actually find and read matter more than terms that are merely mentioned, and clarity about what has not been verified counts in the operator's favour rather than against it, since a stated gap is more useful than a confident guess. The profile weights disclosure and traceability above presentation, so an operator that is plain about its limits can score better than one that reads more polished but leaves a reader nothing to check for themselves.
